Sustaining Operational Readiness through Border Road Maintenance

This project involved the annual repair and maintenance of the border road along the Indo–Pakistan Border between Border Pillars 994 and 1002 in the Gujarat Sector.

Executed during the financial year 2019–20 under Head 2055, the work aimed to maintain critical connectivity for Border Security Force (BSF) patrols and ensure uninterrupted mobility in one of India’s most strategically sensitive regions.

With a total completion cost of ₹10.42 crore, the project played a key role in preserving infrastructure reliability and operational efficiency along the western frontier.

Scope and Nature of Work

The maintenance project focused on restoring and strengthening sections of the existing border road to ensure year-round accessibility and durability. Works included repairing worn-out bituminous surfaces and shoulders, re-grading and leveling the road crust to eliminate depressions and water stagnation, desilting and reshaping side drains for efficient stormwater discharge, and replacing damaged culverts along with reinstating embankment protection layers. These measures were undertaken to prevent premature road deterioration and maintain smooth vehicular movement for BSF convoys and patrol units.

Execution and Quality Monitoring

The repair and maintenance works were undertaken under the supervision of the Central Public Works Department (CPWD) following Ministry of Road Transport and Highways (MORTH) and Indian Roads Congress (IRC) standards.

Strict quality checks were implemented for surface dressing, bitumen content, and compaction density to ensure the repaired sections met the required performance criteria.

Material testing, field supervision, and documentation were carried out systematically to maintain consistency and transparency throughout the execution process.

Outcome and Significance

Completed at a total cost of ₹10.42 crore, the project successfully restored the 8 km stretch between BP 994 and BP 1002, ensuring safe and dependable movement along the border alignment. Regular maintenance of this stretch has reinforced the long-term sustainability of the road network, improving both the response capability and logistical efficiency of BSF units stationed in the region. This project underscores the importance of consistent upkeep for critical defense infrastructure operating under demanding environmental and operational conditions.

Site Challenges and Implementation Strategy

The Gujarat border terrain presents unique challenges such as saline soil conditions, strong winds, and seasonal flooding.

To address these issues, the repair plan was phased to match weather windows and avoid monsoon disruptions. Continuous coordination with BSF authorities ensured that security operations remained unaffected during repair activities.

The team managed remote access, material transport, and time constraints effectively to complete the project within the stipulated period.
